Dual Release Mastery: Internal Compliance Referent Training

High-Level Expertise in FAA 8130-3 & EASA Form 1 (BASA Framework)

Dual Release Mastery: Internal Compliance Referent Training

Master the technical complexity of transatlantic documentation without the legal risk. This program is designed to transform your key technicians and engineers into Internal Compliance Referents. While Aero Consulting retains the final independent oversight and mandatory signing authority, your trained Referents become the 'on-site masters' of the Dual Release workflow, ensuring every 8130-3 and EASA Form 1 is technically flawless before final expert validation.

What your teams will learn:

Navigating the regulatory gap between the FAA and EASA is one of the most critical challenges for US-based Repair Stations. Errors in Dual Release documentation lead to rejected parts, costly AOGs, and major audit findings. This specialized program provides the high-level expertise needed to prepare, verify, and secure every FAA 8130-3 and EASA Form 1 according to the latest Maintenance Annex Guidance (MAG) standards.

Decode the BASA Agreement (Annex 2): Fully understand the regulatory framework and specific Maintenance Annex Guidance (MAG) that allows an FAA 8130-3 to be accepted as an EASA Form 1 equivalent.

Master Block-by-Block 8130-3 Issuance: Identify exactly what must be written in Block 12 (Remarks) and Block 14a for a correct "Dual Release" certification, eliminating rejection risks at the European border.
Validate Component Traceability & PMA/STC Acceptance: Confidently assess the documentation history of any part (including PMA/STC) to determine if a Dual Release is legally possible and internationally compliant.
Avoid Common Auditing Pitfalls: Learn to recognize and correct the top 10 errors found by EASA inspectors on US-issued forms, protecting your Repair Station's certification during audits.
Master 'Return to Service' Certification Logic: Understand the critical differences between 'Domestic-Only' and 'Export' maintenance releases, ensuring parts move smoothly across the Atlantic under the proper expert oversight.

Frequently asked questions about Dual Release Mastery

1. Does this certificate grant me the legal authority to sign an EASA Form 1?

No. Legal signing authority (Release to Service) is a privilege granted by a Maintenance Organization (Part-145) to its designated Certifying Staff. This course provides the technical expertise and knowledge required to prepare compliant documentation. Final validation and oversight remain under the mandatory supervision of the organization’s Quality system and Aero Consulting’s expert signature.

2. My Repair Station is FAA-certified only. Can I use this training?

Yes. This is exactly who this course is for. If your station is looking to obtain or maintain an EASA Part-145 Approval under the BASA/MAG agreement, your staff must master these specific "Special Conditions." This training ensures your team is ready for the dual-release transition.

3. What is an "Internal Compliance Referent"?

An Internal Compliance Referent is a trained professional within your hangar who acts as the primary focal point for FAA/EASA documentation. Their role is to prepare and "pre-audit" every 8130-3 according to Aero Consulting’s professional standards. This ensures that the documentation is technically flawless before final expert validation and signature by Aero Consulting. This role is designed to bridge the gap between shop-floor production and our final compliance oversight.

4. Is this training compliant with the latest MAG (Maintenance Annex Guidance)?

Absolutely. The course content is continuously updated by Aero Consulting to reflect the latest revisions of the FAA-EASA Bilateral Agreement and MAG Section C requirements. You are learning the current industry standards.

5. Can we train our entire Quality or Production team?

Yes. We offer corporate licensing and group rates for Repair Stations wishing to standardize their compliance workflow. Training your entire team ensures that everyone—from logistics to the shop floor—speaks the same "Dual Release" language, creating a seamless safety and compliance culture.

6. Can our Quality Manager fulfill the role of Internal Compliance Referent?

Technically yes, but strategically no. While a Quality Manager (QM) has the regulatory oversight, the Referent handles the granular technical precision of every form. By separating these roles, the QM is freed from time-consuming clerical corrections, while Aero Consulting provides the mandatory independent validation to keep the station "Audit-Proof."

7. Can our Repair Station operate the Dual Release independently after this training?

No. Mastering the documentation is only one part of the requirement. Under the BASA agreement, a station must maintain robust Independent Oversight. This training is designed to work in synergy with Aero Consulting’s Mandatory Compliance Services. Our signature remains the legal cornerstone of your Dual Release capability.

8. How do I obtain the certificate?

Complete the entire course (video lectures and accompanying documents), then pass the 20-question multiple-choice assessment with at least 80% correct answers. Your Certificate of Knowledge is then issued automatically.
